Paris 1910 and the city is under water following a flood. Emile a shy projectionist, and Raoul a mad inventor, accidentally turn a flea into a monster! While the rest of Paris is on the hunt for the monster, Emile, Raoul and Lucille, a kind hearted cabaret singer, do their best to protect the misunderstood flea who it turns out has hidden talents.
