The California Youth Authority was created in 1941 ''to replace retributive punishment with treatment and rehabilitation''. Tattooed Tears is an intimate, hands on encounter with a maximum security juvenile correctional facility in Chino, California. The film becomes a 13–week odyssey into hell, charting with great compassion many young men’s struggle for survival in a brutal environment.
